HEROES. has been submitted to the HORIZON EUROPE Programme and has a total budget of €1,499,997.35

The project:
HEROΕS (Multi-Hazard Risk Mitigation for Resilient Historic Centers) addresses the growing exposure of historic centers to climate and multi-hazard risks. At the same time, decision-makers still lack operational, repeatable, and scalable monitoring-to-decision frameworks. Although hazard data and digital documentation are increasingly available, translating this information into actionable mitigation strategies remains a critical gap.
The project will strengthen research excellence and institutional capacity at the Cyprus University of Technology (CUT) by developing a Multi-Hazard Risk Mitigation Decision Support Platform based on a digital twin approach. It will integrate Earth Observation, UAV data, photogrammetry,
GIS, and environmental modelling to link hazard indicators such as heat, extreme rainfall, and fire weather, with vulnerability and condition data of historic urban fabric, enabling systematic risk assessment and prioritized mitigation planning.
HEROΕS will move beyond static representations by introducing continuous monitoring cycles combining seasonal surveys and event-driven responses, ensuring traceable and updatable decision support. These capabilities will be advanced through a structured Twinning programme with leading European partners, including UCL, POLIMI, and UAVEIRO, as well as TALOS, a local SME, encompassing staff exchanges, joint research, training schools, and capacity-building workshops designed to transfer expertise and elevate CUT’s research profile. A key innovation will be the
establishment of standardized workflows, interoperable systems, and governance frameworks for sensitive heritage information. The approach will be validated through demonstrators in Cyprus and additional European sites, ensuring transferability across different contexts. HEROΕS will position CUT as a regional hub for multi-hazard resilience of historic centres, contributing to EU climate adaptation priorities, digital transformation, and sustainable heritage management.
